Government of Uganda plans to develop a $4 billion, 60,000 barrels of oil per day refinery at Kabaale, Buseruka Sub-County in Hoima District.

Uganda expects to reach a final investment decision (FID) by February 2027.

The Petroleum Authority of Uganda (PAU) announced that basic engineering work on the refinery has already commenced, paving the way for the project’s next development phase.
